KUALA LUMPUR (Sept 30): The Klang Valley and Melaka will transition to Phase 3 of the National Recovery Plan from Oct 1, while Kedah will move to Phase 2, said Prime Minister Datuk Seri Ismail Sabri Yaakob.

This was decided at the Special Committee Meeting on Pandemic Management on Wednesday, taking into account the current risk assessment by the Ministry of Health and the National Security Council, Ismail Sabri said in a statement yesterday.

This means that no state or federal territory would still remain in Phase 1 of the NRP, he added.

Kedah, Penang, Perak, Kelantan, Johor and Sabah will be in Phase 2, and Labuan and Negeri Sembilan in Phase 4. The rest of the country will be in Phase 3.

“I express the greatest appreciation to the entire Keluarga Malaysia, especially the state governments that scrambled to manage the pandemic situation in their respective states to achieve the thresholds that were set,” Ismail Sabri said.

More changes to SOPs

On a related matter, Ismail Sabri said that training facilities and industry training centres, including vocational and TVET colleges across all phases will be reopened, alongside the reopening of higher learning institutions from Oct 15.

The latest SOP rule changes at the meeting also included permission for sports fans aged above 18 years to attend away matches in all states.

Meanwhile, official government events will be allowed in Phase 2 and 3 states with 50% premise capacity allowance. For Phase 4 states, these events can be conducted with 100% capacity, with attendees subjected to Covid-19 tests or affirmation from medical practitioners before the event.

As of Tuesday (Sept 28), Malaysia has recorded 85.1% full vaccination among its adult population.

The government has affirmed that it will allow full interstate travels when the national adult vaccination rate reaches 90%.
