SINGAPORE (July 11): The Urban Redevelopment Authority (URA) has launched a Request for Proposal (RFP) today, inviting multi-disciplinary teams to develop master plan proposals for Singapore’s Jurong Lake District, according to a press release dated Monday.

The blueprint of the District was first unveiled in the URA Master Plan 2008. Comprising a commercial hub (Jurong Gateway) and a leisure precinct (Lakeside), this was part of the URA’s decentralisation efforts to create new commercial activities, more quality jobs, amenities, and recreational options closer to residential areas, the press release noted.

Since the unveiling of the blueprint, several projects have been completed for Jurong Gateway. The development of Lakeside is also underway with the construction of the Jurong Lake Gardens and plans for a new Science Centre.

The new Kuala Lumpur-Singapore High-Speed Rail (HSR) terminus will also be sited in the Jurong Lake District.

Commenting on plans to transform the District into a “future-ready second CBD”, Lawrence Wong, Minister for National Development and Chairman of the Steering Committee, notes that the District will “drive Singapore’s growth in the future economy…and will be a hub for smart innovations, and home to sustainable urban infrastructure that will boost productivity and manpower efficiency”.

But economic development is not the only objective. Wong also highlighted the emphasis on the environment, noting that the District would be distinguished by its “environmentally-friendly features, where smart and green mobility options are the choice modes of commute.”

This is evident from the guidelines laid out to potential participating teams, which called for “car-lite and connectivity plans for Jurong Lake District and its surroundings” in the proposals submitted.

Proposals should also include environmental sustainability strategies to mitigate the Urban Heat Island Effect and improve energy efficiency, resource usage, and overall thermal comfort throughout the District.
