GEORGE TOWN (Aug 6): The Penang Barisan Nasional (BN) has proposed framing a set of guidelines to help low- and medium-low-cost high-rise apartment owners.

"A study shows these strata title homeowners are facing maintenance and management problems," said state BN chairman Teng Chang Yeow.

"The guidelines will include a rebate in the assessment and quit rent bills to the apartments' management committees," he told reporters after opening the Bayan Baru High Rise Building Owners Seminar on Monday.

Teng added that a financial and management information scheme for residential management bodies in flats and condominiums would also be created.

"This would include an allowance for the management body's chairman and secretary, similar to the allowance received by the Village Development and Safety Committee chairman, provided they are responsible for more than 300 units," he said.     

The proposals were part of the Penang BN's manifesto for the coming general election, to be implemented if the party regains the state, said Teng. — Bernama
