KUALA LUMPUR (Dec 28): PKR lawmaker Rafizi Ramli today reminded that the final development cost for Klang Valley Mass Rapid Trasit (MRT) Line 1 should include RM7 billion payable to project consultant MMC Gamuda KVMRT (T) Sdn Bhd (KVMRT).

In a briefing in Sungai Besi today, Rafizi said the RM21 billion MRT Line 1 construction cost excluded RM7 billion spent on consultant fee, expenses claims and relative cost payable to the company under a project delivery partner (PDP) agreement.

KVMRT, an MMC-Gamuda consortium, entered into the PDP agreement with Mass Rapid Transit Corp Sdn Bhd (MRT Corp) in 2012 as a project consultant "responsible to plan, issue tenders, and elect contractors on behalf of the government", he said.

Subsequently, KVMRT was also awarded an MRT Line 1 underground construction tender worth RM8.2 billion in the same year, he added.

Rafizi has been vocal towards the issues surrounding the MRT project, which he claimed would reach more than RM100 billion upon completion.

Earlier today, Barisan Nasional (BN), through a statement by its strategic communications team, hit back at Rafizi's claims that MRT Line 1's cost of US$103 million (RM461.7 million) per km is twice that of fully underground MRT lines in Barcelona and Seoul.

BN said Rafizi arrived at the conclusion based on information from an anonymous blog called Pedestrian Observations, which had warned its readers not to rely on its data as "large errors crop up".

More reliable sources such as The Korean Development Institute and the Seoul Metropolitan Government, BN stated, had quoted the price of aforementioned Seoul MRT at US$152 million per km and US$105 million per km, respectively. — theedgemarkets.com
