KPKT: Guidelines for centralised labour quarters to be presented tomorrow

PUTRAJAYA (July 12): The Ministry of Housing and Local Government (KPKT) has prepared draft guidelines for planning of Centralized Labor Quarters (CLQs) to make the development and operation of workers’ housing orderly, complete and sustainable through Plan Malaysia.

According to a statement from KPKT on July 11, the draft covers proposed housing in new and brownfield areas (deconstructed and abandoned premises) as one of the long-term solutions for employee housing.

“These guidelines will be presented in the meeting of the National Council for Local Government (MNKT) to be held on July 13 (Tuesday) for consideration and feedback from the state governments,” it said.

The ministry emphasised that applications for housing and hostels for workers in housing sectors are not allowed for low-cost category, people’s housing projects and residential units in the affordable housing category which includes apartments or public flats.

It said that the KPKT has already prepared the application process for the provision of short-term employee accommodation as approved by the MNKT on March 2 to address the existing issues and problems relating to accommodation of workers, especially for foreign workers.

The special circular of the KPKT Secretary General was distributed to all states on March 23, which was to be adopted and implemented by the State Governments and Local Authorities (PBTs), especially in Peninsular Malaysia for three years (from 2021 onwards), the statement said. 2023) for the period.

“On June 2, the Selangor government through the State Executive Council had agreed to fully adopt this process. This means that the PBT needs to implement this process from the date of adoption instead of applying it to new applications next year.

As per KPKT, the application process for provision of short-term employee accommodation lists six options for short-term employee accommodation in existing premises, namely:

Accommodation for workers in residential areas, hostels for workers in residential areas, accommodation for workers in shop units, accommodation or hostels for workers in office shops or commercial sites, dormitories for workers in industrial premises and in construction sites.

Selangor Housing, Urban Wellbeing and Entrepreneur Development Committee chairman Rodzia Ismail was asked to immediately implement the guidelines to the KPKT so that employers are not allowed to convert public apartments or flats into hostels for foreign workers.
