KUALA LUMPUR (April 28): Mass Rapid Transit Corp Sdn Bhd (MRT Corp) is inviting prospective companies to participate in the request for proposal (RFP) for the Mass Rapid Transit 3 (MRT3) Circle Line project management consultancy services work package.

This is the first tender to be called for the construction of the 51km MRT3 Circle Line, which received the government’s go-ahead on March 4.

In a statement on Thursday (April 28), MRT Corp said the RFP is open to companies with experience in managing at least one railway project in Malaysia or overseas of a minimum aggregate value of RM1 billion. The project should also have at least two of three elements, which are elevated stations and viaducts, underground stations and bored tunnels, or railway systems.

"Companies can form joint ventures (JVs) or consortiums of not more than three members to participate in the RFP," it added.

The RFP is open to Malaysian companies, while minority foreign participation is allowed through JVs or consortiums where the Malaysian companies hold at least 60% equity.

The construction of the MRT3 Circle Line project will involve five work packages, comprising project management consultancy, three civil work and one system work packages.

MRT Corp chief executive officer Datuk Mohd Zarif Hashim said a project management consultant will be assisting the company in managing the MRT3 Circle Line project and be responsible for the timely delivery of the project within the stipulated budget.

“Besides assisting MRT Corp, we also expect the project management consultant to serve the needs of the civil and system work package contractors, so that we can work together effectively to deliver the project,” he added.

The MRT3 Circle Line is the critical final piece to complete Kuala Lumpur’s urban rail network. Its proposed alignment will run along the perimeter of the city and connect to MRT, LRT, KTM and monorail lines through 10 interchange stations. Once completed, the urban rail network will further encourage public transport usage in the capital.
