- The Penang government will announce a strategic communication platform and feedback line for all ongoing and upcoming mega projects in the state, Penang Chief Minister Chow Kon Yeow said.
KUALA LUMPUR (July 17): A notice to proceed has been issued to the main contractor of the Penang light rail transit (LRT) project to begin physical construction work on the first Mutiara Line.
The notice for the project was issued on July 15 to SRS Consortium Sdn Bhd, led by Gamuda Bhd (KL:GAMUDA), Penang Chief Minister Chow Kon Yeow (pictured) said in a statement. Works will begin with utility relocation, road widening, earth piling works, and site preparation, among others, he said.
Next, the Penang state government is awaiting tender results for the appointment of a turnkey contractor for the second package involving the Macallum-Penang Sentral line, and the rail system package for the Mutiara Line.
SRS Consortium was appointed as the main contractor in January for the first civil works package worth over RM8 billion for the first line. Construction on Mutiara Line involves 19 stations and other facilities stretching 24km from Komtar, George Town to reclaimed Island A of Penang South.
Gamuda owns a 60% stake in SRS Consortium, while Loh Phoy Yen Holdings Sdn Bhd and Ideal Property Development Sdn Bhd each own 20%. Mass Rapid Transit Corporation Sdn Bhd, owned by the federal government, is the project developer and asset owner of the LRT Mutiara Line.

“The state government calls on all parties, especially all Penangites, to provide full cooperation throughout the implementation of the project, which is expected to be completed in 2031, for the future of Penang,” he added.
The long overdue project is expected to alleviate severe traffic congestion on Penang Island. Once the notice to proceed is issued, SRS Consortium will have six years to complete the contract, according to an earlier statement from Gamuda.
