SEBERANG JAYA (July 19): SkyWorld Development Bhd today officially commenced the first phase of SkyWorld Pearlmont in Seberang Jaya, Penang, part of the nation’s largest affordable housing projects under the Rumah Bakat Baru (RBB) MADANI initiative.
The ground breaking and launch event was officiated by Prime Minister Datuk Seri Anwar Ibrahim, witnessed by Housing and Local Government minister (KPKT) Nga Kor Ming and Penang chief minister Chow Kon Yeow.
This also marks SkyWorld’s first venture in Penang, coming just eight months after the signing of the Joint Development Agreement (JDA) with Penang Development Corporation (PDC) and its subsidiary PDC Properties.
“This project (SkyWorld Pearlmont) is an excellent example of a modular, fast, and technologically interesting concept. It has been proven globally as the latest state-of-the-art in modern infrastructure and housing and is a significant national model for our country,” Anwar said at the launch.
He added that the development of RBB isn’t just about sophisticated houses, but also about homes being built for the residents, where people can live together and interact with one another.
Anwar stressed that future affordable housing project costs must be managed to ensure there is no delay in delivering the units to the homebuyers and the facilities and amenities need to be comprehensive.
“Every new housing project developed nowadays needs to be equipped with basic facilities such as schools, preschools, and daycare centres,” he elaborated.
Meanwhile, Nga highlighted that the development is a historical record achieved by the government.
“SkyWorld has been entrusted to build a total of 37,368 residential units, comprising 6,368 units in Seberang Jaya and 31,000 units in Batu Kawan, Penang,” Nga said.
According to Nga, each residence will be given a 10-year construction warranty period for issues such as water leakages and piping problems. The maintenance fee charged will be at a rate of only RM0.18 psf or RM162 per month for 10 years.
Chow stated that the RBB project development will encompass nine construction plots. It is part of a special government initiative designed to meet the housing needs of the middle-income group, especially the younger generations and new entrants to the workforce, particularly those employed in Penang.
He said two strategic sites have been identified as locations for the RBB development—Seberang Jaya, with a land area totaling 34.04 acres, and Bandar Cassia, spanning 161.50 acres.
The project will be the first development in Penang to fully adopt Prefabricated Prefinished Volumetric Construction (PPVC) technology—a construction method where units are fully built, tiled, painted, and fitted off-site before being assembled on-site. This approach is expected to significantly improve construction speed, quality, and safety.
“Because of PPVC technology, we are able to bring high quality and a new standard of living at a faster pace,” SkyWorld CEO Lee Chee Seng said.
“This is a product built with premium quality but priced affordably, a breakthrough made possible by our PPVC innovation,” Lee added.
As part of the over 190-acre RBB MADANI development, SkyWorld Pearlmont is set on 31 acres of freehold land in Seberang Jaya, along Jalan Todak. Phase 1A of SkyWorld Pearlmont features three towers with a total of 1,846 units. Each unit is 900 sq ft and includes three bedrooms and two bathrooms.
Aligning with SkyWorld’s "Healthy Home Design" concept, the unit layouts are designed for natural cross-ventilation, daylighting, passive cooling, and energy efficiency.
Prices for the project range from RM323,000 to RM390,000, with options for one or two car park lots. Facilities will include a 10-acre elevated landscape park, a clubhouse with an infinity pool, pickleball courts, badminton courts, a kid’s playland, and a gymnasium.
The development will also include the country’s first multi-level vertical school, directly accessible onsite.
