KPKT implements immediate mitigation measures over TTDI water overflow

PETALING JAYA (Feb 27): The Ministry of Housing and Local Government (KPKT) has responded to concerns over water overflow incidents in Taman Tun Dr Ismail (TTDI) following a video circulated on Instagram on Feb 24.

The video alleged that a development project undertaken by the National Landscape Department (JLN), in collaboration with the Public Works Department (JKR) of the Federal Territory of Kuala Lumpur as implementing agency, had contributed to recurring flooding near Jalan Abang Haji Openg.

KPKT said in a media release on Feb 25 that it views the Feb 22 incident seriously and has initiated immediate technical measures through JLN and JKR Kuala Lumpur in relation to the Project to Complete the Remaining Development Works of the Bukit Kiara Federal Park Administrative Zone, Kuala Lumpur–Phase 1B, which is scheduled for completion by July 5, 2027.

Initial findings

Preliminary investigations found that the overflow resulted from a combination of factors:

*Unexpected heavy rainfall

*Reduced flow capacity of affected public drains

*Surface water runoff from the Bukit Kiara Federal Park Administrative Zone construction site

According to the ministry, a comprehensive field audit was conducted by JKR’s technical team, which identified several areas requiring immediate improvement.

Mitigation measures under way

The following actions are currently being implemented:

1) Upgrading temporary retention ponds (silt traps) to increase rainwater catchment capacity

2) Cleaning silt deposits in affected public drains

3) Conducting regular inspection and maintenance of temporary on-site drainage systems

4) Installing additional erosion and sediment control structures to slow surface water flow

5) Realigning water flow management towards designated discharge points (outfalls)

The investigation also found that utility pipes crossing public drains had reduced hydraulic flow capacity, contributing to localised overflow. Repair and maintenance works are ongoing.

Preventive and technical review

As a preventive measure, close monitoring is being conducted on slope stability, soil retention structures and nearby infrastructure to mitigate potential risks to residents.

JKR is also reviewing the capability of the existing Erosion and Sediment Control Plan to assess whether it remains adequate under extreme rainfall events that exceed original design parameters.

JLN expressed appreciation for feedback from residents and apologised for the inconvenience experienced during the construction period. The ministry said further updates would be provided as necessary.
