PAM backs housing minister’s structural reform agenda for built environment

KUALA LUMPUR (June 22): Pertubuhan Akitek Malaysia (PAM) stands firmly aligned with the Ministry of Housing and Local Government on progressive structural reforms that emphasise statutory compliance, digital transformation, and fair remuneration, according to a press statement issued on Monday.

The institute welcomed the clarity provided by the Shah Alam High Court and Housing and Local Government Minister Nga Kor Ming regarding building-specific planning approvals (KM Bangunan).

On development approval processes, Housing and Local Government Minister Nga Kor Ming said: “Recently, the Shah Alam High Court affirmed the right of Architects to submit applications for Planning Approval (KM). As the judgement stands, it should be respected and duly observed by all parties involved in the planning process”.

Responding to the matter, PAM said: “We welcome the clarity provided by the High Court and the minister, especially on the issue of building-specific planning approvals (KM Bangunan). This clarity allows for a more seamless process, enabling architects to act as a single point of contact for building-centric projects, which is highly expedient for clients and homeowners if they choose to appoint the architect for this scope”.

The institute also backed the ministry's initiatives to integrate housing management systems with a central portal to strengthen professional payment security.

Regarding the financial ecosystem, Nga said: “Beyond regulatory reform, we are also strengthening security mechanisms through HIMS and LAM-BOS. It is with no doubt that professionals should be remunerated fairly and promptly in accordance to the law.”.

Endorsing the initiative, PAM said: “The seamless integration of KPKT’s housing management systems with our board’s central fee stakeholder portal is a massive breakthrough for the industry's financial ecosystem”.

PAM concluded by supporting the minister’s stern warning against fee undercutting within the architectural fraternity, urging its members to stand in solidarity to protect the financial viability of their respective practices.
