298-unit condominium proposed for redevelopment site on Jalan Scotland, George Town, Penang

PETALING JAYA (July 25): An application has been submitted to redevelop an approximately two-acre site on Jalan Scotland, George Town, Penang, into a 35-storey condominium comprising 298 units, according to documents lodged with the Penang Island City Council.

Documents lodged under reference MBPP.OSC-PM356/2025 show that applicant Platinum Vantage Sdn Bhd is seeking planning approval to redevelop the site, which would involve demolishing two existing two-storey detached houses at Nos. 118 and 118A Jalan Scotland. Official OSC records show the proposal was listed for consideration at a Penang Island City Council One Stop Centre committee meeting on July 8, 2026.

The proposed development covers Lots 1069 and 1149, government land situated over part of Lot 707, and part of Lot 1071, Section 2, George Town. The site is adjacent to Scots Pavilion and within an established residential neighbourhood close to Han Chiang University College of Communication, Penang Free School and Penang General Hospital.

The filing identifies Michael Ong Chin Keong as the principal submitting architect. Under the proposal, the development would comprise a single 35-storey strata condominium tower with 298 residential units on Levels 13 to 35 above a 10-level parking podium. Community facilities would occupy Levels 11 and 12.

No estimated gross development value (GDV), unit sizes, land tenure, indicative pricing or expected launch timeline were disclosed in the filing.

The application is currently under review by the Penang Island City Council and has yet to receive planning approval. Should the proposal be approved, further statutory approvals would still be required before construction could commence. The developer would also need to obtain the necessary developer's licence and advertising and sale permit before the units could be marketed and sold.
