JKPTG drives land administration transformation ahead of 10th National Land Day

KUALA LUMPUR (July 27): The Department of the Director General of Land and Mines (JKPTG) continues to strengthen national land administration by expanding the e-Tanah System, enhancing strata title management, and empowering land legislation to improve public service efficiency.

Director General of Land and Mines Datuk Mohd Fauzi Mohd Yatim said the National Land Day (HTN) 2026 celebration, entering its 10th year with the theme ‘Tanah Kita, Tanggungjawab Kita’, conveys a message on the importance of guaranteed land ownership rights, an efficient delivery system, and integrity-driven governance.

He said this approach aligns with Malaysia MADANI aspirations and the implementation of the 13th Malaysia Plan (13MP), which emphasises institutional reform, digital public sector transformation, productivity enhancement, and strengthening a people-centric service delivery system.

"A modern and responsive land administration is among the crucial drivers in achieving this agenda because almost every national development sector, whether housing, investment, infrastructure, agriculture, or industry, relies on an efficient and trusted land management system," he said in a statement.

Mohd Fauzi said the digitalisation agenda remains a top priority for JKPTG through expanding the e-Tanah System, which enables title registration, land transactions, official searches, and various applications to be processed faster, more transparently, and efficiently.

He said the e-Tanah System is currently implemented in seven states or territories following Melaka becoming the latest state to adopt it, alongside Kuala Lumpur, Putrajaya, Labuan, Penang, Perak, and Terengganu.

Several other states, including Kedah, Pahang, and Negeri Sembilan, are developing the system as part of efforts to establish a more modern and integrated land administration ecosystem.

At the same time, JKPTG is strengthening cybersecurity through digital identity verification and enhanced data protection to maintain public confidence in government digital systems.

Mohd Fauzi said these measures enable more efficient data sharing, reduce reliance on manual processes, and speed up service delivery to the public and business community.

To address strata ownership challenges, he said JKPTG continues efforts to resolve backlogged strata titles through the Special Strata Title Fund and the Special MADANI Strata Scheme.

According to him, as of this year, a total of 27 schemes involving 3,431 land parcels across eight states have benefited from approved funds amounting to RM5.4 million.

Of that total, seven schemes involving 1,475 land parcels have successfully been registered for strata titles, while another six schemes are expected to be registered by the end of this year.

In estate administration, Mohd Fauzi said JKPTG continues to expand its Public Outreach Programme to enhance public understanding of procedures and help reduce frozen estates.

He said as of May, 27 programmes had been conducted out of 36 targeted this year, while JKPTG resolved 30,282 current estate applications and 18,632 backlog cases, reaching 57% of the year’s target.

In addition, JKPTG is pursuing its legal reform agenda through proposed amendments to the National Land Code, the Strata Titles Act 1985, and the Land Acquisition Act 1960 to ensure land-related laws remain relevant to current needs.

Mohd Fauzi said land law enforcement is also being strengthened to address illegal land encroachment while ensuring landowners' rights remain protected.

The HTN celebration, observed on July 28 every year, pays tribute to land administration personnel at both Federal and State levels who are committed to ensuring land matters are executed professionally, transparently, and with integrity.
