Mohd Samsuri Tun, 66, who is now a businessman said he only signed the cheques when told to do so by Ahmad Zahid who is one of the founders of Yayasan Akalbudi.

Tan Sri Ali Hamsa, who was chief secretary to the government, said Ambrin had agreed to the request from Datuk Seri Najib Abdul Razak's principal private secretary Tan Sri Shukry Mohd Salleh, who highlighted the "sensitivity of the matter".

“(According to its licence), among others, the foundation was prohibited by its constitution to make any dividend payments to its members."

“There were passages in that report that caused concern to Najib though they were true in fact ... He took positive steps to have those passages altered or removed ... Despite the report was ready to be placed before the PAC in Parliament, a meeting was convened on Feb 24, 2016 at Najib’s behest ... As a result of what transpired at that meeting, the relevant passages were amended or removed.”

Lim said each qualified local contractor would have access of up to RM50 million through a combination of term financing and revolving credit.
