Transport Minister Anthony Loke said the conditional approval was granted on July 16 following a detailed study of the application submitted by the Penang Economic Planning Unit for the project to be developed.
Lim said this in response to the opposition's move to refer him to the Parliament's Committee of Privileges for using the word "robbery" last year when describing the GST tax refunds.
He added that it was impossible that the GST revenue was robbed or misappropriated as the placement of the tax revenue into a consolidated revenue account was above board and also practised by the Singapore government.
Thomas said this in a letter to the PAC dated Oct 9, 2018. The content of the letter is attached to PAC's report on the GST refunds that was released today.
"I would like to clarify that the Ministry of Finance and myself have not issued any instruction of seizure," said Lim.

Lim said the US$126 million or RM527.4 million gained from selling Equanimity to Genting is being temporarily stored in a sheriff stakeholders account.
"The RM21.5 billion reduction in cost was achieved through a review of all engineering aspects [pertaining to the project] and value engineering that encompasses all aspects of the implementation of the project."
