Help sought from minister to get property management services listed as essential service

PETALING JAYA (April 4): A joint memorandum calling for property management services to be listed as an essential service during the Movement Control Order (MCO) period has been submitted to Housing and Local Government Minister Zuraida Kamaruddin by the National House Buyers Association (HBA), the Malaysian Institute of Property and Facilities Managers (MIPFM), the Board of Valuers, Appraisers, Estate Agents and Property Managers (BOVAEP), the Association of Valuers, Property Managers, Estate Agents and Property Consultants in the Private Sector Malaysia (PEPS) and the Property Surveying Section of the Royal Institution of Surveyors Malaysia  (RISM).

Malaysian Institute of Professional Property Managers(马来西亚专业物业经理协会,简称MIPFM))主席Adzman Shah Mohd Ariffin表示,物业经理在物业管理和维护上扮演很重要的角色,他们必须以业主的利益为主,所以,他们必须清楚了解自己的责任和使命。 他说:“对于非分层地契产业,物业经理的工作范围主要是确保物业时刻在良好的状态,以为业主带来更高的转售价值或出租收入。此外,业主也可以委托管理团队处理租赁工作,例如协助收租等。” 至于分层地契产业,物业经理大多受到产业发展商、联合管理机构(简称JMB)或管理机构(MC)委托,管理和维护公共产业和设施。 根据Adzman的观察,大部分的JMB和MC并不在意所委托的物业管理公司是否已经注册在Board of Valuers, Appraisers, Estate Agents and Property Managers(马来西亚估值师、估价师、房地产代理和物业管理局,简称BOVAEP)下。 “如果该公司没有注册在BOVAEP下,根据757法令或2013年分层管理法令,该公司必须存放一笔相等于12个月合约管理费用的资金给JMB或MC作为抵押。” 如果物业经理或管理团队没有执行责任,或者忽略职务,因而违反了他们当初所承诺的服务,JMB或MC应立即书面警告,并要求他们在限期中补救。不过,他表示,由BOVAEP注册管理公司派出驻守物业的管理团队,不会有借口不执行职务,因为他们都经过了当局的培训,对大马物业管理的基准熟悉。 BOVAEP提供的物业管理基准,是一个给予已注册管理公司作为关键绩效指标的管理指引。 在选择物业管理公司时,JMB或MC为了节省成本,通常比较偏好收费较低的公司。不过,Adzman点出,较低的服务收费或许是来自于聘请不符合资格的管理人员,因此人工成本较低,所以服务收费才会比较低。 他说:“因为服务收费较低而选错公司,到最后必须中止合约的案件比比皆是。JMB或MC也会为了临时寻找替代公司而痛疼。” 另一方面,Adzman也指出不一定收费高就是好公司。 他说,有不道德的公司表示为了要聘请合格的管理人员,因此人工成本较高。但实际上,管理人员所领取的月薪却不如所说的高。因此,JMB或MC必须要在每月支付费用前,坚持检查管理公司支付给管理人员的薪水单。 英文版已刊登于2019年10月11日的EdgeProp.
