The findings were based on the fourth quarter of 2020 poll which covered the perceived direction and living conditions of the country.
The survey involved 1,976 respondents comprising the rakyat from all the states in Malaysia, including Sabah, Sarawak and the federal territories.
The previous record high was 16 clusters recorded last Thursday and Friday.
These bought the country's total cases to 194,114 and total fatalities to 707
