来到已有18年历史的大马购屋者协会（HBA）位于Jalan Imbi的办事处，总秘书长Chang Kim Loong亲切地迎接我们，并娓娓道来HBA成立的过程。 “这个办公室是一位我们曾经协助过的购屋者所赠，让我们免费使用这个空间。我们的团队都是由自愿者组成，有者是建筑师、律师或其他领域的专业人士。他们牺牲周末下午，前来协助求助的购屋者们，例如被废弃发展计划的业主等。” 相信各位对于Chang都不陌生，各大媒体都曾报道他捍卫大马购屋者权益的事迹。 他说：“当一个发展计划被废置，受苦的不仅只是购屋者，也是发展商、银行和政府。事情发生时，购屋者必须同时偿还房子分期贷款和房租，而且也要承受拥有自己房子梦想破裂的打击，这对于他们来说是很不公平的，且不能够被接受的。我们如何能够让购屋者承受这一切，然而发展商却可以逍遥法外？” 他补充，对很多人来说，买房子是一生中最大的投资，没有任何人会愿意，或者预料到自己会有要求助房屋仲裁庭和法庭的一天。 “当单纯想要拥有房子的梦想变成噩梦是一件很残忍的事情。别忘了，陷入有问题发展计划的买家，其后果往往不仅仅影响买家一个人，而是一个家庭。政府必须站在受害者的角度，尝试明白他们的窘境。目前，大马政府没有办法阻止发展商中止发展计划，更没有预防这类事情发生的办法。” 他继称：“废置发展计划的受害者情况，常常被国家政府轻描淡写地带过。事实上，一宗发展计划被中止的个案，对一个社会来说，就已经是太多了。” 不为强权捍卫购屋者权益 HBA在2000年由Chang和一群志趣相投的朋友，以及一群受害者所成立。Chang强调，这个协会是非盈利和非政府组织，是一个由自愿人数撑起的团体。 该协会的首要宗旨和目的是宣导购屋者的权益，并给予他们有关买房相关的资讯。 另外，向政府提供有关悍护购屋者权益的建议，也是HBA的目的之一。 “我们是为了公平、平衡和公正而发声。” 为这个目标而奋斗了18年的Chang表示，相较其18年前，团队现在可以稍微放慢脚步，尽管每年都会出现新的问题和案例。 “但我们绝对不会退缩，我们会继续尽所能付出我们所能付出的。” 大马购屋者协会专栏即将在EdgeProp.
