毫无后顾之忧的退休生活,是许多人向往的目标。 然而,随着生活成本不断攀升,老年人是否还能在迟暮之年拥有足够的资金养老? 为了协助退休人士应付退休后的生活开销,美国、英国和加拿大等先进国已实行反向抵押贷款(reverse mortgage),让这些人士通过这种贷款模式,定期获得一笔收入。 所谓反向抵押贷款,就是让退休人士把本身持有的产业抵押给银行,以申请一笔贷款。若申请获批,退休人士可继续住在该产业,且每月可获得银行发出的分期款项,直至该人士逝世或搬出该产业。 由于反向抵押贷款是以产业作为抵押,所以申请者实际上是用本身的产业来偿还银行贷款。 但值得注意的是,银行发放完分期款项后,该产业就完全属于银行,届时,若申请者还在世,就必须搬离该产业。 双威大学商学院经济教授与谢富年东南亚研究所经济研究主任Yeah Kim Leng指出,反向抵押贷款是个创新的解决方案,但这种贷款模式相当复杂,且会牵涉到很多跨世代的问题与风险,所以必须谨慎地管制。 ”反向抵押贷款的需求的确存在,但问题是,金融机构推出这个贷款模式后,究竟能够赚取多少盈利?“ 大马经济研究院(简称MIER)高级研究员Zulkiply Omar表示,如果大马想要推行反向抵押贷款,就必须先设立相关的法律与条例来保障退休人士权益。 “这些退休人士的家庭成员也必须全面了解反向抵押贷款背后的意义,并承担该贷款的法律责任,否则他们就不能继承有关产业。” 询及反向抵押贷款在大马的可行程度,Yeah说,随着我国逐渐迈入高收入国的行列,加上人口老化和拥屋人数攀升,相信这种贷款模式很快会在本地出现。 然而,Zulkiply认为目前并非实行反向抵押贷款的最佳时机,除非国内产业市场能够稳定且井然有序。 “首先,低至中等收入阶层的买房能力问题需要解决。就目前而言,反向抵押贷款只能在一个规划良好的环境下,为特定阶层提供服务。“ 原文已于2017年2月24日的TheEdgeProperty.
