Deputy Housing and Local Government Minister Datuk Aiman Athirah Sabu said the move aims to strengthen the ministry’s ability to act against irresponsible developers while ensuring the protection and welfare of homebuyers affected by abandoned projects.

As such, he said that giving local authorities the tools they need, such as real-time data, adequate funding, and strong partnerships with communities, is key to building more adaptive and resilient towns and cities.

Minister Nga Kor Ming said the initiative is in line with the MADANI Government’s reform agenda, which emphasises integrity, good governance, transparency and effective service delivery across 156 local authorities (PBTs) nationwide.

“In total, I have personally visited 60 projects, of which 36 projects have obtained the CCC, while the remaining 24 projects are showing progress and are expected to be completed on schedule,” Aiman Athirah said.

"The Ministry of Housing and Local Government is also actively holding engagement sessions for the drafting of new Acts, such as the Residential Tenancy Act and amendments, as well as improvements to existing Acts, namely the Housing Development (Control and Licensing) Act 1966 (Act 118) and the Strata Management Act 2013 (Act 757).

Aiman said the bill introduces Subsection 77(B)(1), allowing courts to impose community service orders in addition to fines for littering offences in public places.
