问:什么样的问题会导致高楼住宅变得不安全? 高楼建筑不安全的情况可能是由几个原因导致的,包括不合规的设计和规格、施工差劣、建筑维护不足,以及违法装修和改造。 我国的建筑物在设计、建造和入住方面,都有严格的规定。我国有足够的法律和法规来管控建筑设计、安全、打桩、结构、斜坡、道路、排水沟、消防、电路安装、电梯安装、水泵和管道工程等各个方面。 共管机构(Joint Management Body,简称JMB)成立后,它应该积极找出公共区域的建筑缺陷并进行修复,这些缺陷包括裂缝、漏水,以及斜坡、挡土墙、电气设施、灭火设备、电梯、水泵和发电机组等。这些缺陷的修复都应该要在缺陷责任期内完成。 若没有处理,这些公共区域的缺陷,例如不能用的消防设备(水泵、发电机组、烟雾探测器和控制面板等)可能导致建筑不安全,居民的财产和生命受到火灾和触电等的威胁。 共管机构之后将成为管理机构(Management Corporation,简称MC),其任务是管理建筑物。为了确保所有设备和系统能够正常使用,它应该要了解预防性和预测性维护的知识。 所谓“预防胜于治疗”,建筑维护必须认真、妥善地执行,因为损坏后的修理费用不仅更昂贵,而且在紧急情况下,设备故障可能导致财产损失或人命伤亡。 由于无知或冷漠自私,许多人在没有得到批准或专业帮助的情况下,进行装修和改建。一些例子包括将旧的防火门更换为普通的门或锁头,导致火灾时烟雾或火势蔓延,还有将电气室改成储藏室、用植物和水管架阻塞消防栓、在防火梯走廊和门内安装上锁的护栏等。 问:是否有必要每年更新建筑物的消防证书? 在1988年消防服务法令(Fire Services Act)下被归类为“指定房产”(Designated premises)的产业,需按照1998年消防服务(指定房产)规则和2001年消防服务(防火安全证书)法规的规定,每年更新消防证书。 这些“指定房产”一般是指商业和机构建筑,如商场、办公室、图书馆、宿舍、酒店、工厂、医院、疗养院、仓库、装配场所和地下停车场等。 分层住宅建筑例如组屋和公寓不需要每年更新消防证书,但建在商场或商用楼层上方的住宅则需要每年更新。 无论如何,共管机构或管理机构还是应该确保建筑物内的灭火和防护设备处在良好状态。 Anthony Lee是Architect Centre培训员兼顾问、2019年EdgeProp大马最佳产业管理大奖评委(Best Managed Property Awards)与2019年EdgeProp.
