问：单位业主（一栋公寓的住户）有权在任何时候查看有关公寓的开销单据吗？还是业主只能在年度会议（AGM）时查看已经审计的财报？ 2013年分层管理法令第二附录的第7（6）（b）条文指出，一名买家或业主可以向管理委员会提出查看账目的要求，而每次查看需要支付的费用不可超过RM50。除此，业主也有权在 AGM时查看已经审计的报告。 问：如果有些单位业主在没有知会管理机构（MC）的情况下进行装修，请问MC可以采取什么行动？ 根据2015年分层管理（维护与管理）条例第三附录的第27（1）分段， 没有事先得到MC及在需要的情况下获得政府单位批准，业主是不能在本身的单位展开装修的。 有关条例的第16（1）分段也说明，每一名业主任何时候都必须遵从现有或额外纳入的条例。 第16（3）分段进一步指出，如果出现业主违反了这些条例的情况，有关业主就必须立即自费展开MC认为恰当的相关修复，例如修理因装修而对公共设施造成的损坏。 而且，根据条例的第7（1）分段，MC在业主大会上获得相关决议后，可以向违反有关条例的任何人征收罚款。 在眼下这宗案件中，这名单位业主事先没有就装修事项知会MC，已经违反了有关条例。如上述所说，MC可以向该业主征收一笔在业主大会上批准的罚款。 除此，根据条例的第17（1）分段，MC能以安全为理由，拒绝让这些业主聘请的承包商进入公寓区域。 Chis Tan是Chur Associates的创办人兼管理合伙人。他也是2019年EdgeProp 大马优质产业管理大奖（EdgeProp Malaysia’s Best Managed Property Awards 2019）的评委，以及EdgeProp.
