PETALING JAYA (Oct 17): Imposing a flat maintenance rate for mixed-use strata developments will result in inequity and complications, said the Association of Valuers, Property Managers, Estate Agents and Property Consultants in the Private Sector, Malaysia (PEPS).

PETALING JAYA (Oct 4): The Association of Valuers, Property Managers, Estate Agents and  Property Consultants in the Private Sector Malaysia (PEPS) is urging the government to review the current Real Estate Property Gains Tax (RPGT) so it can have a positive impact in stimulating  the country’s  housing market.

  在吉隆坡物色房子的B先生和B太太，最终锁定的目标是处于同一个住宅区内的两间相邻的房子 第一间房子刚经过大肆装修，而第二间只有略微的整修过。虽然第一间房子的价格比另一间低10%，但令人意外的是，B先生和B太太最终选择了第二间房子。 B太太称：“我不喜欢第一间房子的装修风格，我们知道本身会需要花很多钱把很多装修拆卸、清理和重新修整。因此，虽然第2间单位装修较少，但我们对它更加满意。” 她也表示，“这关乎品味和实用性。我学到的教训是，不要以为花钱翻新房子，就能提高它的价值。” 大马私人界产业顾问、经纪、产业管理人与估价师协会（PEPS）主席Michael Kong 表示，屋主们普遍认为，花在装修方面的钱越多，房子的价值越高。 “从估价师的角度出发，花哨的装饰或配件对增加房产价值的帮助甚小。估价师不会将装修所花的钱完全纳入考虑，因为大部分的装修都是个人喜好。” 他续称，估价师考虑的是市场价值，而市场认为实际和实用的，才是有价值的，例如，比起喷泉这样花俏的装饰，扩大房屋面积才是市场认为有价值的装修。 他也提醒说，装修必须符合建筑物规范的规定，估价师才会将它们纳入估值。   贷款装修房子——应不应该？ 究竟要不要为了装修房子而贷款？马来西亚房地产中介协会（MIEA）候任主席Lim Boon Ping并不鼓励人们为了装修而贷款。他相信，量入为出才是恰当的做法。 “通常，人们买的第1间房子都不是他们理想中的家，因此，首购族应以可否负担为主要考量。他们可以几年后再考虑装修或卖掉房子，我绝不鼓励借钱装修。” 装修房子非常盛行，Lim表示，人们总是希望获得更好的居住环境，尤其是年轻人。他称，年轻一代通常愿意在装修方面花更多的钱，这可能是因为同侪间的压力。“首购族在房子装修上花费约5万令吉至10万令吉，是很常见的。” Ideal Mortgage Specialist私人有限公司的营销主管Vincent Ching指出，人们经常使用个人贷款来装修，因为银行没有限制个人贷款的用途。 Lim和Ching都常遇到陷入财务困境的借款人。 Ching称，有的人因为在房屋装修上花费过多而陷入财务困境。“相信导致这种情况的原因包括缺乏规划、超出预算和选错了装修承包商。” 他指出，室内设计师和总承包商通常都会将工作分派给分包商。若屋主能够直接找到合适的装修工人，便可省下部分费用，例如自己找电工而不是让承包商代找。 Lim坦言，他有看过一些装修半途而废的房子，包括内部装修和涉及主要结构的装修。他赞同“装修未必会增加房子价值”的说法，并表示：“花费10万令吉来装修，不会让你的房产随之增值10万令吉。” Ching也补充说，装修的估值非常主观，一些估价师可能认为房屋结构上的改动有为房子增值，但不把一些室内装修考虑在内。 对此，Lim建议人们要务实，不要过度花费在奢华的装修上。“时下新潮的设计，可能在多年以后变得不流行了。”   为何要贷款？ 无论如何，也有人认为贷款装修房子是合理的。刚买入30岁不久的银行家Patrick Chin对EdgeProp.
